The Colt CDP provides a way for Chevron to modernize and minimize the footprint of future development in Weld County.

In 2020, Chevron received approval and designated operatorship from the Colorado Energy & Carbon Management Commission (ECMC), over the Colt CDP area comprised of approximately 41,000 acres.

For residents in this area, potential benefits of comprehensive development like the Colt CDP includes modernized tankless facility development, pipeline takeaway that replaces truck hauling, and the removal of legacy wells and associated facilities. Additionally, we have been able to reduce the number of surface locations for Colt OGDPs compared to the approved Colt CDP.

As part of the Colt CDP development, approximately 555 legacy wells will be plugged and removed. The plugging and removal of the legacy sites will include the removal of associated surface equipment and tanks and the reclamation of the surface lands. Plugging and removing these wells and associated tanks and surface equipment will reduce surface impacts and reduce carbon dioxide emissions associated with production hauling and trucking for these sites, as well as reduce VOCs and NOx emissions associated with other production-related activities.

There are also additional benefits from comprehensive area planning:

  • Tankless development: All fluids (oil, natural gas and produced water) will be transported by pipeline infrastructure. About 90% of our current methane emissions in Colorado are associated with older facilities that include tanks and gas-driven pneumatics. Every time we remove those from the field, we avoid the methane emissions associated with that type of operation.
  • Eliminated truck trips associated with product hauling.
  • Water Use: Recycle flowback and produced water to the extent practicable, thereby reducing the amount of freshwater that is needed for well construction and completions.

 

 

Colt Development Schedule Updates:

  • Priority Area 1 permits have been approved by the regulatory agency, the Energy and Carbon Management Commission (ECMC), formerly the Colorado Oil & Gas Conservation Commission.
  • Construction started in Q2 of 2023 and drilling of oil and gas development plan (OGDP) began in Q4 of 2023. Both construction and drilling are continuing and planned to end in Q4 of 2024. Completions are planned to start in Q4 of 2024 and run through Q3 of 2025. These locations are between CR 74 and Highway 392 on CR 51. All future scheduling is subject to change.
  • We are currently working on preparing permits for Priority Areas 2.

The Colt CDP was previously known as the Wells Ranch CDP. The consolidated Colt CDP was approved by the Weld County Oil and Gas Energy Department at a 1041 WOGLA Hearing on November 9, 2023.

Across Priority Areas 2 and 3 we have consolidated locations – reducing impacts to homes and wildlife.

  • Combining locations enables recovery of oil and natural gas from fewer well pads and facilities.
  • We can eliminate approximately 14 planned well pads and 5 planned facilities across priority areas 2 and 3.

Why is this area now called Colt? Wasn’t it previously called the Wells Ranch development area?

  • Not all development will take place on Wells Ranch. To avoid confusion and conform to our naming conventions – we renamed the Wells Ranch CDP to the Colt CDP. Our other comprehensive plans include Mustang, West Pony and Guanella.

Why develop a CDP? What is the benefit?

  • A comprehensive plan evaluates potential impacts from oil and gas development over a large area of land, and the strategies to avoid, minimize, and mitigate those impacts. The ECMC intends that a large-scale comprehensive analysis enables an operator to create development plans focused on the protection of communities and environment. Comprehensive planning also means that we engage with communities early in the development process, answer questions and concerns, and incorporate feedback into our plans.
